Separate offline status from server connection issues

Currently when Capacities is having trouble connecting to the server it puts itself in "Offline mode". But this also prevents it from collecting metadata from web links/anything else, when these two things are not connected: you don't need a connection to the server to get this data, it's pulled locally.

Instead, when there is a problem connecting to the server, local web fetches should continue as normal.
