Toggle on/off mouse over tool tip

Ability to turn off the mouse over tool tip pop-up. When using the mouse, it is too quick in popping up - so it covers the choices. Either make the delay longer before it pops up (normally it is slower) and/or make a toggle in the settings to turn if off.
