Filtering for Dates that have a specific time or are all-day in Queries

It would be really great for my Queries if it were possible to filter out Dates that do or don't have a time specified. I specifically need this for a Task view I made with a Query, but I imagine it would be something implemented for Queries generally. You can already do this to filter Dates that are or aren't recurring, so this would be just another possibility.
