Create official CLI for AI Agent integration

Create a Capacities CLI. It's good to have a MCP, but MCP pollutes the Context Window of AI Agents, a CLI Would be way better for AI Agents to navigate my tasks.

Please create a official CLI, that my AI Agents can use to help me manage my tasks.
