Unify Text Editor UX/UI - For Headlines

Hello!

Right now I find it really counter intuitive to have the Headline selector in a different context menu than the rest of the text editing. I understand the logic here of having different menus for style and for block type, but it's still counter to pretty much all major and standard rich text editors. While yes the Headline system also drives things like page and TOC structures, it's still a visual text format like bold or italics. Of the many tools I used, this is the only one where I have to re-learn to do this over and over.
