Allow setting a Base URL for OpenAI Custom AI Provider

Currently you can only set the API key for the Open AI provider. However, lots of other providers support the Open AI api. For example OpenRouter allows users to use their OpenAI compatible API to connect to many different models. This simple addition would open up lots of new AI providers in capacities and make the bring your own key functionality more useful.

I am not 100% sure of final intention of OP – so saying this w/ some cautinoary note:

So mentioning this for a) mutual awareness; b) possibly streamlining tickets 🙂

What make me unsure about degree of overlap is the stated focus on Open AI and Open AI api 🤔

– So, if that is primary intent, I am just dropping this as a related ticket for everyone generally interested in opening up to more open/flexible AI model + provider uses 🙌

+1 - this is a very common way to access AI models these days and make BYOK significantly more useful (and cheaper).
