Replace all bullet lists with toggles

When bullets as toggles is turned on, all bullet points should become toggles while maintaining their hierarchy. If this isn't possible, when selected text is turned into toggles, existing bullet points should disappear. Another alternative could be a shortcut for the No listing option.

This would make working with toggles a lot easier - right now I have to remove existing lists from all my toggles.
