TOC/outline bar overlaps page content

In wide page layout, the TOC/outline bar overlaps that text and makes it hard to read the text behind it. I would expect more padding between the bar and the text. For it to be most helpful, I'd prefer to have the outline in the side panel, like the navigation pane in Word. I use toggles a lot to keep things tidy, and would like the TOC to show things collapsed if they're collapsed in the main content panel.
