Block actions are very cumbersome or not working on iPad

When I click on a block of text, in previous versions, it was easy to set it to bold, copy it, intent it, but now I get a very small line at the bottom that doesn't work. When I select a block of text and press the tiny "intend to right" if thee is another block below that bottom line, it selects that block instead of intending the text. The same with pressing on the copy icon, block action icon in the middle. They only work and do what they suppose to do when I scroll to the end of the document so no text is "below/behind" the bottom line. I have also tried with a stylus, if it was my fingers that were too big for the micro-tiny icons, but it gives the same incorrect action. Please make the bottom line work for block actions (or return the popup line) and make the icons bigger. This is really frustrating that I need to scroll down to end of a long document every time.
