Pasting unformatted text on Firefox has a cooldown

This doesn't happen with regular Ctrl+V so it must be an implementation thing. My research lead to the Clipboard API, specifically this section:

Instructions:

  1. Use Firefox on Windows.
  2. Copy a text from a website that's not Capacities (same origin paste works fine).
  3. Press Ctrl+Shift+V.

What happens? An ephemeral context menu with a single "Paste" option (which becomes enabled after 1 second).

What should happen? Just paste.

Thanks for the reproduction steps and recording. Could you check whether this also happens in Firefox with extensions disabled?
