Table side scrolling not working when under toggle on touch devices

On touch devices, both Android tablet and phone, scrolling sideways for wider tables stops working as soon as it is added under a toggle paragraph.

If the same table is moved from under a toggle paragraph to a top level one, side scrolling works fine again.

There is a way around, one start editing the content on the table, then it is possible to scroll sideways, but this is not practical since it opens the keyboard and take screen space.

The ideas scenario would be having the table work the same under a toggle paragraph or not.
