Recent update has broken Mac CMD click

With the most recent update on Mac OS, cmd click to open a link as a new tab has stopped working. It is treated as a standard click and simply opens up the link in the existing view. Tap to click is not enabled at the OS level, so I don't believe it to be Mac OS sending junk input. This is behavior I do dozens of times a day so I don't think this is user error.

OS version is Tahoe 26.6.2
