Pressing tab on parent toggle is making all parent toggle with same level as its children

Create a toggle with some child toggles. Lets call it T1

Now create a new toggle at same level as parent toggle above it. Lets call it T2.

Bring typing pointer to T1 and press tab button.

Expectation - The whole T1 should be moved under T2 with T1 parent child behavior intact.

Actual behavior - The whole T1 is moved under T2 but the parent of T1 is at the same level as its children.

This doesn't happen if we do drag and drop with mouse.
