Unexpected behaviour moving a block with Alt + Shift + Arrow

I have to select the entire block first to move a block up and down based on the shortcut mentioned above, otherise the block jumps to random locations. Please revert to old status (similar to Workflowy etc.) where I can move the block even if I haven't selected as a whole.
