Unable to move cursor up or down in a referenced block using keyboard arrow keys

I have created a toggle inside a page and created a few check boxes under it. I have referenced this toggle in some other page. When I try to move from one checkbox to other using keyboard up/down arrows, it is not moving. I have to use mouse to go to other checkboxes. However, when I press enter, it is behaving as expected.
