Highlighting item across pages of a PDF does not popup the highlight options

I've noticed that when I place my cursor and select items that cross over pages in the PDF (say a bullet list where the first 3 items are on page one and the second 3 items are on page 2), the popup toolbar does not popup after making the selection. Seems to work fine if the selection is limited to the same page. Without the toolbar it's impossible to make the highlight. I realize the highlighted section to the right displays page numbers for highlights, so maybe this is normal functioning, but has some drawbacks too.
